Outline
The concept of "leaving no one behind," emphasized in the 2030 Agenda and its Sustainable Development Goals (SDGs), is also essential for disaster risk reduction. In the Great East Japan Earthquake and Tsunami in 2011, the older persons and persons with disabilities faced multiple barriers and burdens, highlighting the significant gaps of disaster preparations and responses. In addition, from many areas affected by disasters and conflicts such as the Kumamoto earthquake, various challenges faced by marginalized populations, including older persons, persons with disabilities, children and youth, pregnant women, the LGBTQ+ community, travelers, and migrants, due to the barriers related to institutions, environments, and attitudes, are reported.
Even in Japan, one of the leaders in global disaster risk reduction, measures are still in progress. Because human beings are diverse with different strengths and needs, disaster risk reduction must be inclusive of all people. Approximately six months before adopting SDGs, the Sendai Framework for Disaster Risk Reduction was adopted at the Third UN World Conference on Disaster Risk Reduction and made “inclusive-disaster risk reduction” a priority for the international community.
We invite panelists with diverse backgrounds from the disaster risk reduction frontlines, to discuss our future actions to build a society, where all people can protect their lives, livelihoods, well-being, and access necessary services during and after humanitarian crises.
