Outline
The UN has called for "Early Warnings for All" by 2027, making system development an urgent task for every nation. While Japan is making progress in this area, challenges remain, including insufficient information dissemination to the elderly and foreign residents, as well as issues with evacuation shelter management and promoting evacuation actions. In addition to system development, it is crucial to strengthen self-help, mutual aid, and public assistance, including raising individual awareness and identifying and coordinating support for those requiring evacuation assistance. This presentation will draw on lessons learned in Japan and offer analyses and concrete proposals based on our organization's relevant experiences and discussions at forums such as the Asia-Pacific Ministerial Conference on Disaster Risk Reduction.
