Societies globally are increasingly faced with a growing number of compounded risks. Overlapping impacts of natural and industrial hazards, pandemics, the climate emergence, and emerging conflicts all point to this cascading, multidimensional, and systemic nature of risks and crises. In this landscape, emergency authorities cannot manage all preparedness, response and recovery actions on their own and based on traditional institutional routines. There is a need for authorities and communities to adopt participatory crisis governance approaches which are inclusive and innovative leading to the strengthening of the overall resilience of the societies.

This talk builds on outcomes from the European Funded project SYNERGIES to discuss current needs, actions and trends around participatory disaster risk governance. We focus on all-of-society based approaches in disaster risk management (DRM), and discuss how broad-based participation of different stakeholders in DRM manifests in practice. We will look at challenges and opportunities around institutional routines, learning and change in order to adopt more inclusive approaches. The talk includes an introduction into theory, empirical research and case studies on how formal authorities and response organizations engage with key community stakeholders including researchers, businesses, and volunteers and citizens, in particular those which are marginalized and most vulnerable.
