World Bosai Survey 2017

On the occasion of the "World Bosai Forum / International Disaster Risk Conference 2017 in Sendai" held from November 25 to 28, 2017, "World Bosai Survey 2017" was conducted by the forum secretariat. The preliminary report was published during the forum, and the final results have been just finalized

  • *Subject and method of the survey: questionnaire survey to the preregistrants or the guests of the World Bosai Forum/International Disaster Risk Conference 2017 in Sendai (response through the forum web site).
  • *Implementation period: Mainly during the period when the forum was held (November 25-28, 2017), and from November 21, 2017 to January 6, 2018 (the number of responses until the last day of the forum was 97.4% of the total)

◆Possibility to increase the new visitors to the International Bosai and Reconstruction Forum here (in Sendai, Miyagi)

  • 32% of the respondents were the first visitors to Sendai, and 71% of the respondents did not visit the third United Nations World Conference on Disaster Risk Reduction (in 2015; in Sendai). Then it suggested the possibility to increase the new visitors to the International Bosai and Reconstruction Forum in Sendai, Miyagi.

◆About Sendai Framework for Disaster Risk Reduction

Question.Are you aware of "the Sendai Framework for Disaster Risk Reduction"/"the Four Priorities for Action and the Seven Global Targets"?

  • For the Sendai Framework for Disaster Risk Reduction, approximately 70% of the total knew its name and contents (the Four Priorities for Action and the Seven Global Targets) to some extent or more, however the tendency was seen that the name was known more in Japan whereas the tendency was seen that the contents was known more in the foreign countries. It is suggested that the name of said framework ("Sendai") is possibly not tied to the contents of new International Framework for Disaster Risk Reduction well in the foreign countries.
  • Note that, as for the foreign respondents, the sum of University/Research Institute, National/Local Government and International Organization occupied 81% of the total while the citizen was 1%, and the ratio of experts was higher compared to the Japanese respondents (62%, 7% each), as a result, the recognition degree might also be high.

◆Disaster Trend in Thirty Years...Disaster Trend in 100 Years from Now

  • Disaster Trend in Thirty Years were, in descending order, Earthquake, Flood, Tropical Cyclone (e.g. Typhoon, Hurricane, and Cyclone) and Tsunami in the total. In Japan, Earthquake was the first place remarkably and Tsunami was the second, then Flood was the first place and Earthquake came the second in the foreign countries. This suggests the correlation with "natural hazards experienced in the past" to some extent, however Tsunami which is the second place in "natural hazards caused the most severe loss and damage" comes higher rank than "natural hazards experienced in the past" (the fourth place), therefore the strength of impression of the damage might influence their responses in Japan.

This indicates the association with the climate change, however the number of responses of the residents in the foreign countries and the private sector becomes relatively large. On the other hand, Earthquake is extremely high in number in Japan.

◆SDGs and "Bosai"

Question.Are you aware of the Sustainable Development Goals (SDGs)/the 17 goals?

  • Regarding SDGs and their 17 goals, around 70% of the total aware more than a certain extent, and there was the similarity with the recognition degree of the Sendai Framework for Disaster Risk Reduction. As for the breakdown, the foreign countries (approximately 80%) > Japan (approximately 60%), and the foreign countries were higher in the recognition degree, however the ratio of experts of the foreign respondents was high, as a result, as in the case of the recognition degree of the Sendai Framework for Disaster Risk Reduction, the recognition degree might also be high.

Question.Are you aware of the Paris Agreement on Climate Change?

  • For the Paris Agreement, 77% of the total aware more than a certain extent. Foreign respondents have the higher recognition degree, and it indicates the correlation that they had a strong awareness to the association with the climate change in natural hazards at higher risks 100 years later in the foreign countries. However, as well as the recognition degree of the Sendai Framework for Disaster Risk Reduction and SDGs, the ratio of experts of the foreign respondents was high, as a result, the recognition degree and the awareness might also be high.
  • Meanwhile, according to the result by age groups, the recognition degree (ratio of people who know more than a certain degree) in 20s was the lowest and it became contrastive with the recognition degree of SDGs by age groups.

The World Bosai Survey was carried out for the participants of the first World Bosai Forum. It aims to clarify how people in the world who are engaged in disaster risk reduction at different positions of industries, governments, academia and private sectors as well as local citizens view various events related to disaster risk reduction, and find out current problems and issues to be addressed in the future, although such efforts are rare. Secular change and the analysis in the different areas are also interesting. Although there are still few parameters of respondents of the survey, if this is carried out regularly at the place of the World Bosai Forum to be held once every two years, it can be meaningful for disaster risk reduction activities globally, which would be a great pleasure for us.
